Miscellaneous papers contain a paper on the study and teaching of international law at the Naval War College, an electives course on foreign relations and national security law, an international law symposium, a symposium on Desert Shield, a theory of just war, uniform interpretation of rules of international law governing baselines and the Persian Gulf Conflict, bibliographies, and a book review of The Law of Naval Operations, Volume 64 of International Law Studies, 1991, by George Walker.

Horace B. Robertson, Professor of Law, was born in 1923 and graduated from the U.S. Naval Academy in 1945, received a J.D. from Georgetown University and an M.S. from George Washington University, and served in the Navy for 31 years, retiring as a rear admiral.
